Harbours (PL)
...could be built in every town that lies near water. Harbours would decrease the boarding/unboarding ship penalty but wouldn't build ships. They could also appear on the map, on shores.

but a question, would harbours serve the opponent too?


could I land on a enemy tons harbour and use it to attack during the same day?

I think that it would be fair...
...if you couldn't land in a harbour in an opponent's town. Map harbours could be flagged and if you want to land on one flagged by the opponent it would absorb more move points than normally (but not all of them, cos that would make the harbour useless).

How about Garrisons?
could you leave garrisons at Harbours?


(Could be great for adventure maps)

Indeed I haven't. ;) But this would refer only to adventure map harbours, as the town ones would be "inside" the town.

Thinking about it made me reconsider something... how about if towns could be attacked from water by arriving at the harbour (if one's built that is).

and the ship attack seems great...

It would be the ship with the planks to the shore, then a small strip of land and then the walls.

question that arise are, how about the catapult? and how about the Towers?

I think the catapult could function normally...
...AND the shooters could be placed on masts of the ship. Imagine... a turret vs turret battle.
