Retreat and surrender conditions (PL)
Heroes that win the combat should get at least a +1 bonus to their morale. The bonus could depend on the size of the army defeated compared to the army of the victor. Heroes that retreat/surrender should get -3 to morale for their next battle, -2 for the second and -1 for the third. Conditions of surrender should be set up by the winning hero. For example, instead of money the hero could want an artifact. A surrendering hero in order of keeping the artifacts should pay for every one of them. A retreating hero should lose all artifacts (or at least some of them)

Well...
the thing with having the winner decide the artifacts he wants is that he is then able to see all the enemys artifacts... and that's no good.
You might have the looser propose surrender and name what he's willing to give in return.
And why the fuck do you get to keep you war artifacts after fleeing?

Flee w/o anything or surrender for a price.
Choosing which artifacts to give is a good idea. It could be done this way: the victor says how much gold does he want for letting the loser go and the loser gets to decide if he wants to pay cash or an equivalent in artifacts.
However, the victor can always decide to fight to the end and get ALL artifacts without letting the loser flee.

Better not take those Phoenix with me, but I'll haul along my First Aid Tent, Ammo Cart and Ballista!
A hero with that high a IQ wouldn't last long on anybodys payroll.
